I can second the Joules Coast Raincoat suggestion. I have the red version and wore it all over Ireland in August. It was comfortable and stylish, easy to layer under and it kept me very dry. I highly recommend. Also, check on Zulily.com to see if they have last year’s colors for less money. I got mine for $50 last spring!

I always wear a waterproof or weatherproof coat/jacket in Ireland and prefer longer length outerwear, but winter requires a bit more warmth. For spring it’s a The North Face black, car-coat length parka, but don’t remember the style! It can worn in dressy or casual settings, is waterproof and has a hood. It’s more affordable than Helly Hansen and does the job.

I have not tried the Marmot jacket with gore-Tex, but the jacket I got will not protect me from water even in a light drizzle. I’m very unhappy with the expensive jacket and they weren’t consumer friendly.
